The military establishment was run by a unitary Bureau of Military Affairs at Peking, in liaison with the Secretariat’s Ministry of War. In emergencies it set up field branches in the pattern of the early Branch Secretariats, but these were always ad hoc agencies and did not become permanent provincial-level military commands.

The Branch Secretariats became accustomed to serving as the provincial-level coordinating agencies for the Bureau of Military Affairs as well as for the metropolitan Secretariat. Between the Branch Secretariats and the prefectures there were, however, some sixty relatively permanent army headquarters with many different kinds of names but generally called pacification commissions  (hsuan-wei ssu) or regional military commands (tu yuan-shuai fu), some of which had subordinate local military commands (yuan-shuai fu). These exercised tactical control over prefectural-level military organizations that were literally called “commands of ten thousand” (wan-hu fu), and their constituent local garrisons.

In the localities that came under his control in these early years, T’ai-tsu most commonly left the Yuan structure and personnel of civil government unchanged.

Romeyn Taylor. Yuan Origins of the Wei-so System // Chinese Government in Ming Times: Seven Studies. 1969

Simultaneously, basic military units under the Chief Military Commission were redesignated guards or garrisons (wei, a traditional designation also used to a limited extent by Yuan), thus presumably giving them a status less transitory-sounding than Yuan’s local military commands (yuan-shuai fu) and less alien-sounding than Yuan’s “commands of ten thousand” (wan-hu fu). The Yuan titles for lesser garrison officers, chiliarch (ch’ien-hu) and centurion (po-hu), were nevertheless perpetuated in the designations of the constituent battalions (ch’ien-hu so) and companies (po-hu so) of the newly designated guards. The Ming military garrison establishment retained this new structure thenceforth and was known by the general term “the wei-so system.” Although it was given distinctive touches by Ming T’ai-tsu, it had evolved naturally out of its Yuan antecedent, as Romeyn Taylor has pointed out.

While examining the library holdings of the Toyo Bunko in the summer of 1971 I came across thirteen volumes of composite guard registers (WEI HSUAN-PU, representing fifteen Guards, since in two instances two Guards were registered as one) compiled initially in 1570. As the following list indicates, only north China Guards are included in these compendia. These composite guard registers were compiled from all archival materials held by the Ministry of War going back to the succession struggles of the 1350's. ... Published beginning in 1594, these registers have never been used for the study of the Ming, and in fact were not known to have existed.  The thirteen volumes are remarkable in a number of respects, demonstrating the extent of documentation required by the Ming bureaucracy, the proliferation of different kinds of military documents, and the lessened quality of these documents by the Wanli era.

... soldier sheet registers used at each Guard which were compiled from individual soldiers' service records and which contained a detailed list of each soldier, his father and grandfather's names, the places from whence they had been transferred  for military duty, etc.

... composite guard registers, which listed the various military households obligated to provide soldiers to each Guard, and which were used to conscript soldiers when a Guar position became vacant.

... composite geneology registers, which appear to have been a listing of the names of all military households in an area, and were used to ascertain the specific closeness of related households in order to determine which would provide a male for military service.

Charles O. Hucker. Governmental Organization of The Ming Dynasty // Harvard Journal of Asiatic Studies, Vol. 21 (Dec., 1958)

The Chinese population in Ming times was divided into two major categories: civilian families and military families. Civilian families paid land taxes and rendered corvee service. Military families were largely exempted from these obligations but bore the obligation hereditarily to provide sons for the Ming armies. Troops so obtained were assigned to military administration units throughouthe empire, where they received training and at least theoretically supported themselves by part-time farming on state lands specially set aside for them. From their basic administration units or garrisons, troops were periodically rotated to special training divisions at the capital and also rotated to tactical commands for actual defense duty or campaigns.

For general information on the Ming military system, see MS 89-92. No thorough, consistent, and critical study of how the system actually worked is yet available in any language, to the best of my knowledge.

In early Ming times the military establishment seems to have been substantially self-supporting. In 1392 troop strength was reported to be 1,198,442. By the 1440's the total had apparently grown to 3,150,000. In mid-Ming times there seems to have been stagnation, with strength dwindling to perhaps half that of the 1440's, but in late Ming strength rebounded to more than four million. How many troops were at any time effective combat troops seems impossible to estimate. At all times regular troops were supplemented by militiamen organized for home-guard duty by local civil authorities; and in late Ming times the frontier forces were augmented and finally almost superseded by auxiliaries lured or coerced into service for pay. Even before that, the defense establishment had ceased to be self-supporting, and ever-increasing annual military allocations had to be made from the resources of the central government

In the Ming system there was no body of combat troops separate from the garrison forces of the Guards, Battalions, and Companies. When campaigns were undertaken, high-ranking officers  or nobles holding appointments  as Commissioners-in-Chief were specially designated to lead them as Generals or Generalissmos, and troops were transferred  to the field commands out of appropriate local Guards, or out of the Training Divisions at the capital. On the termination of a campaign, the General or Generalissimo surrendered his temporary tactical command, and the troops returned to garrison duty in their respective Guards

Eventually, however, there developed a system of permanent tactical commands, especially along the inland frontiers where constant vigilance was required. There were exposed towns, forts, stockades, ports, passes, barriers, and other strategic locations that required permanent defenders. Troops from nearby Guards were assigned in rotation to such places, where they were commanded by specially-delegated officer. Such officers  were on relatively temporary assignments; they held rank-titles or substantive appointments somewhere in the regular military administration hierarch. Those who directed defense operations in a large area were collectively called Regional Commanders or Grand Defenders.

In the mature Ming system, there was a Regional Commander in almost every Province. But there were many more. The most important ones were the Regional Commanders of the nine so-called Defense Areas or Frontiers.

TMHT 129-130 indicates that troop strength in these nine Defense Areas in the late sixteenth century was as follows: Liaotung 83,340; Chi-chou 31,658; Hsiuan-fu 79,258; Ta-t'ung 85,311; Shansi 55,295; Yen-sui 53,254; Ning-hsia 27,934; Ku-yuan 90,412; Kansu 46,901. The indicated total is 553,363, for these nine areas alone.

P.S. Smail. Crusading Warfare 1097-1193, хоть в Steven Tibble. The Crusader Armies: 1099-1187 (!)...
