The different kinds of troops that compose the Chinese army consist of:

Tartar cavalry, whose only weapon is the sabre; and a few who carry bows.

Tartar infantry, bowmen; having also large sabres.

Chinese infantry, carrying the same weapons.

Chinese matchlocks.

Chinese Tygers of war, bearing large round shields of basket-work, and long ill-made swords. On the shields of the last are painted monstrous faces of some imaginary animal, intended to frighten the enemy, or, like another gorgon, to petrify their beholders.

Galdan's army arrived at the Tula River with nearly 20,000 men and horses. On 1695/10/3 Kangxi announced his intention to lead a second major expedition against Galdan. Noting that he had hoped to draw Galdan closer in, he nevertheless insisted on sending the armies far across the desert, despite objections from his generals. The Central Army, 37,000 men led by Kangxi himself, would travel from Beijing 1100 kilometers across the Gobi desert; the East Route army would leave from Shengjing (Fengtian) with 35,000 men and head for the Kerulen, a distance of 1300 kilometers; the West Route army of 35,000 men would set out from Guihua in Ningxia and travel a shorter route of goo-1100 kilometers to the Tula River (see map 1).

The armies gathered huge amounts of food, horses, donkeys, carts, armor, weaponry and uniforms in preparation for the decisive confrontation.

...

The campaign had lasted 99 days; a 3000 kilometer round trip for Kangxi. It was much longer in duration and in length than the first one, but Kangxi had ample time to prepare his army. The preparations for actual battle turned out to be nearly superfluous: his greatest achievement had been to equip three large armies and send them out directly into the steppe.

Even the Kangxi emperor, in his campaigns against Galdan in the late seventeenth century, could not break through this logistical barrier. Reading his own accounts of the campaigns, in which he personally participated, reveals constant worries about supplies of food and water. On each of his campaigns, he could stay only about ninety days maximum away from home, the same time limit faced by his predecessors in the Han dynasty. (Barfield, 1981; Cimeddorji 1991; Okada 1979) He never did capture Galdan, who simply moved beyond his reach. Kangxi only won when Galdan died, probably of smallpox, after retreating from his last loss in battle. The story that Galdan committed suicide out of despair certainly salved imperial pride, but even the emperor, a stern empiricist, did not believe it. Not until the Qianlong emperor broke through the logistical barrier by constructing a supply route leading through the Gansu corridor into Xinjiang could the Chinese support large armies in the steppe for several years at a time. The campaigns of 1755-60 included three main armies, totalling 50,000 men each, who stayed on each campaign for one to two years.

Gansu Governor-General Yong Chang prepared six months' worth of supplies for the twenty thousand men of the West Route Army: 11,200 shi of grain, 2.25 million jin of noodles, 750,000 jin of bread, and 20,000 jin of mutton. Animals also moved from Gansu markets to Hami: 40,000 oxen and 20,000 head of sheep bought in Liangzhou and Zhuangliang to provide 300,000/in of dried meat in Hami, plus 30,000 head of sheep to be pastured in Hami. (Lai 1984, 219-22)

Both armies needed large amounts of grain for their own rations and additional supplies to feed Mongol tribes who surrendered to the Qing. The North route army at Uliyasutai and the West route army at Barkul both drew on supplies from Gansu, Shaanxi, Shanxi, and even Henan, but Gansu provided the largest amounts. Besides grain, Gansu also provided tea, essential for trade with friendly nomadic tribes. Garrison lands in Hami and Barkul became an increasingly important source of grain for the later campaigns, but the oxen to plow these fields had to come from Gansu. The demand for oxen clearly strained the local market: after four thousand head were purchased in Gansu, the official price of 4.4 taels (ounces of silver) per head had to be raised by two taels in order to provide enough.

Transportation of these supplies also relied heavily on the interior China markets. To cut down the demand for carts and mules, General Bandi planned to have the troops themselves carry three to four months of rations with them beyond the Great Wall. This meant over 55 kilos of raw millet, dried noodles, and dried meat, in addition to weapons, per soldier. No army could move quickly this way, so the requirement was changed to forty days of rations per soldier carried by himself, and eighty days by transport.

Transport costs escalated astronomically beyond the Great Wall. Interior overland transport costs were 0.2 taels per 100 li in the Northwest, very high by Chinese standards already. In the first Zunghar campaign, it cost 251,000 taels to carry 100,000 shi of grain from districts west of the Yellow River in Gansu to Suzhou in Gansu, a straight-line distance of five to six hundred kilometers. The route from Suzhou to Hami, by contrast, a straight-line distance of 600 kilometers, in actuality was over 1000 kilometers (1760 li) long, took one month to travel, and cost 7.7 taels per shi. Thus the total cost of moving 100,000 shi of grain from the core production areas in western Gansu to Hami was nearly one million taels, up to ten times the purchase cost of the grain itself. Furthermore, the mules, camels, carts, porters and rations for these porters had to be bought on China's interior markets, because population in the steppe was so sparse. During the second campaign, surpluses remained in Barkul from the first campaign, and officials made efforts to avoid transporting large amounts from the interior. They gave tea to troops in Urumqi to exchange for mutton and bread and supplied silver for purchases of grain, tobacco, and other goods. Even so, they needed to ship large amounts from Shanxi and Gansu. The third campaign once again required shipment of 100,000 shi of grain from Suzhou to Hami, using 3,800 carts. These figures indicate the enormous logistical problems for the Qing armies simply to move supplies from grain producing areas in the Northwest to the major military store-houses at Hami and Barkul. Travel conditions beyond Hami were even more difficult.

Rations for Qing troops, by these measures, seem small: an average of 1.08 pounds of bread and noodles and 1.85 ounces of meat per man per day, compared to more than two pounds of bread per day for European soldiers. But these were preliminary figures, to be supplemented by purchases of animal products on the markets after the army's arrival. Mongolian and Manchu soldiers in the Chinese army could get a substantial caloric supply from steppe products like mare's milk, horse's blood, horsemeat, and marmots. (Masson Smith, Jr. 1982). Most important, the enormous grasslands of Mongolia were more than adequate to feed the Qing army's horses. Estimates of the area needed to support a horse for one year vary enormously, for example, from seven acres in tenth-century North China to 25 acres in the Hungarian plain to 120 acres in nineteenth-century Mongolia and Turkestan. (Smith 1991; Lindner 1981; Sinor 1972) In Western Europe seven acres of green fodder could feed one horse for a year, much like North China, (van Creveld p. 34) In any case, the 1.5 million square kilometers (371 million acres) of Mongolian grasslands, which supported 1.15 million horses in 1918, could potentially provide grazing lands for a very large number of horses. Western Europe clearly had no such large pasture lands, and this was the major limitation on its armies' mobility. The Qing in these campaigns achieved an impressive and believable logistical triumph by combining careful exploitation of grassland resources with convoys shipped from the interior.

The eighteenth-century Qianlong emperor gave his nationalist successors a great head start. He had compiled collections of documents glorifying his Ten Great Campaigns (Shiquan). The imperially sponsored collection, Pingding Zhunge'er Fanglue (Record of the Campaigns to Pacify the Zunghars), which covers the three Central Asia campaigns from 1716 to 1760, comprises 171 Chinese volumes (juan), 3000 pages in reprint, or approximately 1,400,000 characters. This collection is only the middle stratum of a huge documentary iceberg. At its base are the voluminous archival sources, and at its tip is the most widely read survey of the campaigns, Wei Yuan's Shengwuji (Record of Sacred Military Victories), and its popularized versions in movies, novels, and comic books today.

Neither were the equipment costs of the soldiery of Spain's sixteenth-century armies and navies affected significantly by the development of gunpowder and handgun technology. Compared with pay, provision and outfitting, weaponry costs were marginal, and the new weapons were not necessarily more expensive than the weapons they replaced; a crossbow in 1523 cost more than twice as much as a handgun (escopeta), for example.

Рацион испанского солдата в 16 веке в "Warriors for a Living. The Experience of the Spanish Infantry in the Italian Wars, 1494–1559", страница 54.

A list of daily provisions for a man-at-arms in Dauphiné in 1494 lists a loaf of 25 ounces, a pot and a half of wine, two livres of meat, a quintal of hay and a charge of oats.

In Dauphiné, the daily taux des vivres established under the 1526 ordinance was: 2 loaves of 12 ounces each, 1 pot of wine, 2 quintals of hay and 3 picotins of oats per horse. Meat, eggs, oil etc. were to be bought in the market-place according to agreed market prices.

On the basis of francis i’s last ordinance on supply, nectaire de saint-nectaire decreed the daily rates of supply for one man-at-arms (the billeting officer of Saint-André’s company) in December 1548: 1 quintal hay (18d), 16 picotins of oats (20d), half quintal of straw (free), and per week 26 buches of wood, 3 livres of candles, 1 pint each of verjuice and sour wine and salt

This involved the requirement of municipal authorities to supply food until muster-day. A very precise list of items was specified for daily consumption: 2 loaves ('entre byz et blanc') of 12 ounces cooked; 1 pint of wine or 3 'chopines' of beer, 1 livre of meat (beef, lamb or bacon) to be substituted by the same value of butter, eggs and herring on Fridays.

As far as the purchasing power of this pay hierarchy is concerned, rates prevailing in the 1550s indicate that, while the basic infantry pay of 3s 9d per day compared well with that of the simple pioneer hod-carrier at 15d, it was rather less than the 4s earned by the skilled artillery pioneer. At rates established for food munitions in the late 1540s, the unskilled pioneer earned daily 5 12-ounce loaves or 1,25 pintes of wine, and the simple pikeman 15 loaves or 3,75 pintes. The captain earned 266 loaves. The daily bread requirement for a soldier has been established as 1 k for the seventeenth century, so in theory the pay was adequate when available and when the munition system worked.

Though the amounts of these commodities were expressed in archaic measures (cafiz, quarter of Aragon and Valencia, almud), 101the customary daily rations for both Aragonese armies remained constant for the next half-century: “thirty ounces of baked breador one kilo of flour and a half-liter of wine per person per day. War horses and pack animals would receive a daily rate of approximately twelve kilos of oats. 102 These compare favorably with the daily statistics for Castilian armies and horses of the same period (35 liters of water, 5 kilos of hay, 5 of oats) as well as with the logistical estimates one modern historian made for Alexander the Great’s army and mounts (one kilo of grain and one liter of water per man; 13 kilos of fodder and 30 liters of water per horse). 103

a liter  (= appprox.  0.8 kgs.) of grain could have yielded no more than 600-650 grams of bread  - hardly more  than  two medium-sized loaves

According to a French plan of campaign from 1327, a combatant normally subsisted for a day on 0.106 gallons of wine, 107 grams of meat, and 1.039 kilograms of grain-from which 1.385 kilograms of bread could theoretically be baked. The caloric value of this ration is about 3,250 calories.

Prestwich quotes much higher figures, allowing medieval soldiers diets of more than 5,000 calories a day, which seems to be an exaggeration. Frederic C. Lane provides more moderate figures regarding the planned diet of Venetian seamen about 1310, according to which they should have enjoyed 3,915 calories a day, obtained mainly from 715 grams of  biscuit, 536 grams of wine, and 52 grams of salt pork. Concerning later periods, G. Perjes says that at the end of the seventeenth century soldiers received 1 kilogram of bread and 0.3  kilograms of meat a day (about 2,750 calories), while in World War I they enjoyed a daily diet of  3,200 to 3,800 calories. Geoffrey Parker maintains that the minimum daily ration on which a soldier could subsist was 680 grams of bread, which could be produced from 510 grams of grain. This was the standard daily ration for a soldier in the late 1600s according to John Lynn. John F. Guilmartin informs us that on Spanish ships in the sixteenth century, the men's  average daily ration consisted of 737 grams of biscuit and 100 grams of meat.

Yingcong Dai. The Sichuan frontier and Tibet : imperial strategy in the early Qing. 2009

Not only did the officials in Sichuan attempt to control the appointment of middle and lower military positions, they also strove to maintain the swollen size of the military establishment. The official size of the Green Standard Army in Sichuan was not noticeably bigger than in other areas: 28,420, compared with 46,180 in Yunnan and 20,243 in Guizhou. 57But it had greatly expanded during the Yongzheng period, at some points reaching 40,000. 58 The frequent wars throughout the Qianlong era in and near the Sichuan frontier gave the military more opportunities to expand.

Following the conquest, Sichuan, along with its two southwestern neighbors, remained on the receiving end of state funding, as the revenues in the province were too small to cover the expenses of the military garrisons. By 1685 the total revenue in cash that was collected from Sichuan was only 32,211 taels, but the military expenses in the provinces well exceeded this amount. In 1688, seven years after the Wu Sangui Rebellion, the province spent 115,563 taels in stipends and food rations for the Green Standard garrisons. 84In 1693 the military expenses, however, jumped to 688,625 taels, while the land taxes and capitation together only produced a sum of about 100,000 taels. 85 So the province had had to depend on the socalled xiexiang (“fund for subsidies”) that were diverted from the revenues collected in other provinces. 86 The fund for subsidies often came from Shanxi and Shaanxi provinces during the Kangxi period, and mainly from Hubei, Hunan, and Jiangxi provinces (occasionally also from Guangdong and Zhejiang provinces) during the Yongzheng and Qianlong periods. In Sichuan those subsidies went mainly to cover military expenditures.

In the 1670s Sichuan needed more than 800,000 taels of fund for subsidies annually. 87 By 1698, Sichuan received about 600,000 to 700,000 taels of such funds each year. 88 Nevertheless, needs in the province were to rise to new heights entering the eighteenth century. In 1729, Sichuan earmarked 926,400 taels as the military budget, of which more than 763,000 taels were fund for subsidies diverted from Jiangxi province and Liang-Huai salt taxes; the rest was levied locally. 89 In a few years the fund for subsidies from outside rose to nearly 1 million taels. 90 In 1733 total military expenditures in Sichuan were more than 1.1 million taels despite the fact that only a smaller sum of fund for subsidies was received that year. 91 During the early Qianlong period, with the pressure of downsizing the area’s military, the state lowered the amount of fund for subsidies for Sichuan to only 200,000 to 300,000 taels a year. 92 Nevertheless, in 1744, Sichuan actually received 916,691 taels of fund for subsidies from other provinces. 93 To be sure, this was still in the period of “peace interlude,” shortly before the Zhandui incident in 1745. Once frontier wars came one after another, the scale of military expenses would soon increase. In 1776, the last year of the second Jinchuan war, Sichuan received more than 1.1 million taels of fund for subsidies. 94

The first Jinchuan war cost more than 7 million taels of silver. 117 But the most cited example of the high war cost is the second Jinchuan war on which 61.6 million taels were spent in five years.

In the second Gurkha war, which lasted only a year, 2.8 million taels of silver were spent. 119 At the turn of the nineteenth century the financial expenses of the two domestic campaigns against the Miao Rebellion in Guizhou and western Hunan and the White Lotus Rebellion in Sichuan, Hubei, and Shaanxi crowned the records of war expenses by claiming more than 200 million taels altogether; the abundant state treasury was emptied. 120

The enormous war spending was incurred, in the first place, by the fact that massive troops were deployed from long distances, involving many provinces in supplying the movements of the armies. As the main Manchu corps was stationed in either Beijing or Manchuria, both over a thousand miles away from Sichuan, the scale of mobilization was always considerable. Besides the bannermen, the Green Standard troops from other provinces were also deployed for the wars on the Sichuan frontier. Although some wars, such as the expeditions to Tibet in 1728 and many smaller operations against the revolting native ethnic communities, only involved the military forces of the province, most major frontier wars, if they escalated, had outside forces deployed. In the 1750 expedition to Tibet eight thousand troops were first sent from Shaanxi to Sichuan and then joined the five thousand troops deployed from Sichuan for the expedition. 121  During the second Jinchuan war from 1771 to 1776, about 129,500 Qing troops, including the bannermen, were sent to western Sichuan from all over the country. The second Gurkha war from 1791 to 1793 necessitated the last deployment of the banner corps to Sichuan from afar for a frontier operation. About eleven hundred bannermen traveled from Manchuria and Mongolia to Lhasa via Qinghai, and then marched across Central Tibet to invade Nepal. 122In connection with the deployment of troops, hundreds of thousands of military laborers were hired to transport the provisions and war matériel, which consumed a great portion of the total war funds. More on this is discussed later in the chapter.

Another factor that contributed to the high war expenditures is that the Qing state granted its troops multiple wartime subsidies and awards that were not typically given in peacetime. As mentioned earlier, to get their equipment ready, the soldiers could borrow money from the state each time before their deployment. More often than not, the state would later exempt the repayment by the soldiers after a war. Therefore, the commanders would sometimes request to lend more money to soldiers on those occasions. Before the garrison troops in Sichuan joined the first invasion of Tibet in 1719, Nian Gengyao requested to lend cavalrymen 10 taels of silver each and infantry troops 8 taels each, and give five horses to every two cavalrymen, and three horses to every two infantry troops, each horse being assigned 12 taels for maintenance. 123 Altogether, this single expense would cost nearly 100,000 taels, given that about three thousand Green Standard troops were deployed.

At the beginning of the Qianlong period, the campaign against the Miao rebellion in Guizhou claimed a prodigious amount of money, as abuses were serious. In one incident, Zhang Zhao, who was in charge of this campaign before Qianlong was enthroned, squandered most of the 1 million taels of funds allocated for the campaign. To remedy this abuse, the Qianlong emperor simply allocated another 1 million taels to Guizhou to finish the campaign, even though Zhang Guangsi, the new field commander, only requested 800,000 taels. 127 This was a pattern that was repeated time and again: the central government was not in a position to carefully examine the requests for more financial support. Instead, it had to endorse what had been asked for or even give more. At no time during the eighteenth century did the Qing state leave its armies to live off the land within the empire’s borders by not furnishing them sufficient funds.

In the first Jinchuan campaign the Qing state recruited approximately 200,000 laborers; in the second Jinchuan campaign the number reached 462,000 (there were many who could have been hired more than once, so the actual number of people involved should be smaller). 153 The Qing claimed that the payments for the military laborers were “very high and generous” (kuanyu youwo). 154

In general, if a laborer worked every day in a month, he could earn a wage of 1.5 taels of silver, equivalent to or more than a Green Standard soldier’s monthly cash stipend in peacetime, which was 1–2 taels. 155 In addition to regular wages, the laborers were also given extra pay for various reasons, such as bad weather, difficult routes, or dangerous situations. With some exceptions the laborers were not given food rations in kind but instead were paid cash, in addition to their wages, for them to buy food from the merchants.

Pamela Kyle Crossley. The Qianlong Retrospect on the Chinese-martial (hanjun) Banners

On the eve of the conquest it appears that 164 of 592 banner companies (niru) may have been Chinese-martial companies, which suggests that they could have represented as much as forty percent of the initial conquest force. The bulk of these companies had been created after the much-delayed defection of Zu Dashou (d. 1656) in 1641, which was followed closely by the reformation of the two ujen cooha banners into eight Chinese-martial banners, in the course of which the number of Chinese-martial companies may have doubled from 50 to 100; it appears that in the three years before the invasion of China in 1644 the number of Chinese-martial companies continued to grow while the number of Manchu and Mongol companies may not have increased at all.35 After the conquest of North China the number of Chinese-martial may have nearly doubled; figures for 1649 show that all categories of Chinese-martial now accounted for over 75 percent of the banner force. After initiation of the full-scale assault upon China in 1644, hundreds of thousands of former Ming soldiers and officials threw in their lot with the progress of the Qing invaders. Such apostates may have outnumbered the Manchu, Mongol and formally registered Chinese-martial bannermen by as many as four or five to one.36

35 These figures are based on recent independent revisions of the number of banner companies that appear to have been in existence in 1644 and earlier. See Li Xinda, "Ru Guan qian de baqi bingshu wenti" and Guo Chengkang, "Qingchu niulu de shumu." Knowing the number of companies in existence would not fix the number of individual soldiers the Qing had at their disposal, since the earliest Jurchen-Manchu and Mongol companies were created on the basis of "clan" (mukuri) units, few of which appear to have conformed closely to a regulation population size (despite the promulgated number of 300 men per company), and some of which seem to have been quite small. This analysis has been developed by Zhou Yuanlian; see "Guanyu baqi zhidu de jige wenti." The evidence leads one to suppose that Chinese-martial companies may have been populous in comparison to their Mongol and some of their Manchu counterparts. Guo proposes that Chinese-martial companies in the years just prior to 1644 may have numbered 100 out of 500, and increased during 1643 and 1644 to more than 160 out of 500; Li's figures for 1644 are as given in the test above. For further comment on the population figures of the banners see Roth [Li], "The Manchu-Chinese Relationship":35,n2.

36 Secondary works have established the number of adherents during Dodo's march through Jiangnan at something under 240,000 by the conquest of Nanjing; the campaign against Li Zhicheng may have attracted as many as 100,000, and it seems to me conservative to posit a total number of former Ming adherents at 500,000 to 600,000 for the campaigns of conquest. The bannermen of 1644, on the other hand, probably numbered perhaps 120,000-150,000. See also Dennerline, The Chia-ting Loyalists: 66 and Wakeman, The Great Enterprise: 306, 791.

Ch'ing. T'ai-tsu Wu-huang-ti shih-lu.
