Before 1644 each Company supplied its soldiers with weapons, horses, and equipment, and each soldier could bring a junior member of his family or bond-servants from his own household. The spoils of war, including captured men, animals, and goods, were distributed among the soldiers as rewards, similar to the treatment of animals killed or captured during a hunting expedition. After 1644, when the law against pillaging was gradually enforced, the soldiers began to receive monthly payment in silver and rations. Horses and equipment were then supplied by the state. Limitations on the number of retainers and horses had to be set, and in 1695 it was proclaimed that a soldier on an expedition was allowed one retainer and four horses: two horses for riding and two for packing.29The number of retainers allowed an officer depended on his rank. The regulation as of 1695 was from two retainers for a lieutenant to ten retainers for a general.30 Such regulations probably changed from time to time,31 but we can safely say that in an expedition before 1735 the number of soldiers should be multiplied by two and the number of officers by 4.1 32 in order to get the estimated total of men taking part. The number of horses was at least twice the total number of men.

According to the memorandum of Lin Ch'i-lung in the eleventh year of Shun-chih [1654] concerning the revision of the rules for the Eight Banner system:

"Nowadays when one Manchu soldier goes on campaign, six or seven servants are taken along; in other cases, three or four such people are taken alongas well as four or five or at least two or three horses; horses and weapons, moreover, have all been supplied by oneself."22

It was not only the household of the Manchu soldier which owned servants; servants in princely and official households were even more numerous. Following the institution of the banners, they were organized into booi niru, and booi jalanBooi [pao-i] meant a household bondservant; these captains of the bondservant companies [ booi nirui janggin (later changed to booi tso-ling)] and colonels of booi regiments [ booi jalani janggin (later changed to booi ts'an-ling)] were in name slave supervisors; but in fact they themselves were slaves. These supervisors of the booi were mostly captured officers, or were promoted slaves who had achieved merits in battle. How many booi were there in the princely and official households? Although their number cannot be determined from official records of the Ch'ing dynasty, judging from the number of slaves taken away from Wakda [the 4th son of Prince Daisan] after his disgrace,23 the keeping of several hundred slaves in each princely or official household was a very common thing

This organization of the eight banners seems to have been a mixed institution of Manchus, New Manchus, Mongols, and Chinese; 26 when the ranks were under strength, subjects or captives were recruited to replenish them. Observing their campaigns:

"If the terrain is broad then the eight banners stand separately in eight columns; if the terrain is narrow then the eight banners unite into one marching column. The ranks are orderly, discipline is strict, silence is maintained among the troops, and passing other units is forbidden. In close combat, they attack from behind with elite troops stationed elsewhere who are kept on horseback, awaiting an opportunity." 27

The report of Chhg Ch'ung-sin [a Korean official] to Kwanghaegun [Korean ruler, reigned 1609-16231 about his mission to the barbarian [Manchu] camp on the tenth day of the ninth month of the hsin-yu [1621] year, although slightly different from the Veritable Records of T'ai-tsu regarding the number of banners and the banner colors, is consistent with the Veritable Records regarding the deployment of the banners on campaigns28 - the flanking division [pieh-ch'ao] was the decisive force for a final victory, and the heavily armored pikemen were used "for attacking cities and filling moats." "The lightly armored crack archers" and cavalry were the mobile units, and the final force in the banners for deciding victory. The most accomplished skill of Manchu warfare was riding and archery, and the successive [Manchu] emperors all emphasized their importance. Hong-taij i once said: "Riding and archery are our state business." He also said: "The military exploits of our state depend primarily on riding and archery; the guilt of not emphasizing them is incomparable to that of smoking." The Shun-chih emperor also said: "Our dynasty established the state through military achievements, attacking the unsubjugated year after year, winning every time, all owing to riding and archery." The old Han-chh were called ujen cooha in Manchu; ujen means heaviness or solemnity, cooha means troops; together they can be translated as heavy troops. The original role of the Hanchun in the banners was probably as the "heavily armored" cannon-fodder in "the human wave tactic" of attacking cities and filling the moats. With the rapid expansion of the influence of the Jurchen and the increasing number of those who surrendered, the proportion of the Chinese grew in the banners, and their role became gradually more important; thus the Chinese were differentiated from the banners and organized into another banner. [Afterward] the Han-chh, perhaps, were still called the "heavy troops" [ujen cooha]. This is of course a bold hypothesis; whether the original task of the Chinese banners within the Eight Banners was as the present author conjectures must await further proof.

Henry Serruys. The Čaqar Population during the Ch'ing // Journal of Asian History 12-1 (1978).

It seemsto have been pure coincidence that already in Mingtimesthe Čaqar were subdivided in to eight groups (otoy). Long before Ligdan-qayan, the Čaqar were known as the nayiman otoy Caqar: eight divisions of the Čaqar. According to a legend, Činggis himself granted possession of the Eight Caqar to Tului's widow ... The Mongol text says: "grantedthe tümen of the eight otoy of the Čaqar." Indeed the Čaqar were one of the Six Tůmen theoretically constituting the Mongol empire of post-Yûan times

The Čaqar banners furthermore were divided into two wings (i, yar in Mongol), each comprisingfour banners; as follows: the left or
Eastern wing: Plain White,Bordered White, Plain Blue, and Bordered Yellow; the right or Western wing: comprisedthe Plain Yellow, the
Plain and Bordered Red, and the Bordered Blue. The reader will notice that the distributionof the colors of the banners into left and
right was not perfectly symmetric. Unlike the Manchu banners and the "Mongol Banners" mentioned above, the eight Čaqar banners did not serve in the capital, but could be called up to take part in military expeditions whether inside China or in one of the dependencies (Outer Mongolia, fore xample, or Western Mongolia). When in 1675 the traditional leadership of the Čaqar was done away with, each of the eight banners was put underan appointed "governor" (tsung-kuan)

Like the Manchu banners, a Čaqar banner compriseda number of "companies" known as niru in Manchu, sumu "arrow" in Mongol, and niu-lu, from niru, in Chinese.

At the beginning of the Manchu regime, there may have been a great deal of uncertainty and fluctuation. Strictly speaking a sumu was not primarily a company of soldiers, but a group of households able to raise a certain number of able-bodied men who could be called up for service. Speaking  of the Manchu armies specifically, Chao-ying Fang  writes: "How many men constituted a
company? There is no positive answer to this question although there are references stating the number as three hundred men of service age and their families. Probably before 1644 the regulation provided for some three hundred men of service age in a company. The  general practice was to take one of each three men for military service. In time when the number of men in a  company multiplied to double its size, the surplus men were taken out to form a new company, or the surplus men from several companies were combined to form a new company."

The Ch'ing-shih, too, at one point puts the strength of the sumu/niru at three hundred men; but that must have been an early figure: by
1796, the size of the company, at least the Mongol company (sumu) was set at one hundred and fifty men.

The Ta-Clrčing hui-tien shih-li and the Ch'ing-shih state that the eight Čaqar banners comprised 120 tso-ling under eight ts'an-ling
(jalan-u janggi in Mongol; jalan-i janggin in Manchu). 120 tso-ling, officers in command of as many sumu for eight banners is a surprisingly low figure compared to the number of sumu per banner in other areas of Inner Mongolia: in the Jirim League of Eastern Mongolia, the six Qorčin banners comprised respectively 22, 46, 16, 3, 3, and 16 sumu; the Jalayid  banner: 16; the Dörbed banner: 25; and the two Torlos banners: 23 and 34 respectively. In the Ordos League at the Western end of Inner Mongolia, the banner Wang comprised 17 sumuOtoy: 84; Jungyar: 42; Dalad: 40Üüsin: 40; Qanggin: 36, and Jasay: 13. The contrast between the sumu of the Čaqar banners and those of banners in the various leagues of Inner Mongolia becomes even sharper when we consider that of the 120  "Čaqar" sumu, only half were there at the very beginning. The majority of the sumu were made up of non-Čaqar, mostly Qalqa and Western Mongols who surrendered in small groups over a number of  years, or decades, and were attached to the Čaqar banners

Of the 120 (or 118) sumu listed in the TCHTSL, only 57 were native Caqar, the rest being later formations of non-Caqar origin.

The 120 sumu of the Ch'ing represented a total, theoretically at least, of (120 X 150) 18,000 households

According to this tabulation of the Sheng-ťung chih, in the 1930s, the eight banners counted 31,677 individuals, and the four herds,
28,079, totalling 59,756. This figure includes all officials and lamas. The common people, exclusive of officials and lamas, numbered in the eight banners 19,780, and in the four herds 19,327, a total of 39,107 individuals. The number of households is 5045 + 5784  = 10,829.  Evidently these figures are very much subject to caution, and one cannot conclude too much from them.

After making these observations, Ko-ko-lin asked us what arms and ammunition the Emperor of China made use of in his military expeditions; and whether we were particularly acquainted with them?
We replied —

"In our empire of China we make use of great guns, as well as smaller fire arms of various kinds. Bows and arrows, swords, spears, and many other such weapons, are like wise employed by us in warfare. As soon as the enemy are within the range of our shot, we fire at them with great guns; when they are nearer to us we shoot at them with bows and arrows, and musketry; and when, lastly, we engage them in close action, we fight with our swords and spears. Every one is required to make it his first concern to gain the victory.

Whenever there is the least cowardice or backwardness, the offenders are put to death upon the spot, and their heads exhibited for a public example. Our laws by no // CHINESE EMBASSY. 185 // means suffer the bodies of those who fall in battle to be lost or neglected. Whenever the responsible persons are guilty of such neglect, they are punished. Indeed, our military laws are strict and severe in the utmost degree."
